The Joint Warfare Analysis Center (JWAC) presented its quarterly awards for the third quarter of 2009 to about two dozen of its employees on Oct. 27.
Military Decorations
Navy Cmdr. Paul G. Werring received the Meritorious Service Medal for ‘‘outstanding meritorious service” as the chief staff officer to the commander of Fleet Activities, Korea from July 2007 to October 2008, his citation read. In this capacity, he helped the command exceed its operational commitments, improved its readiness, training, and morale, enhanced relations between the U.S. and South Korean navies, coordinated more than 80 flag officers visits to the USS Ohio, and coordinated $18 million worth of construction projects. Werring was cited for his professionalism, initiative and dedication in the performance of his duties.
Navy Lt. Julie K. Babson received the Joint Service Commendation Medal for ‘‘exceptionally meritorious achievement” as an intelligence analyst for the Joint Task Force in Iraq from July to December 2008, according to her citation. Specifically, she contributed to a joint military and interagency intelligence tool that senior commanders used to identify several very important targets. Babson’s role in the identification of these targets was described as ‘‘instrumental,” her citation said.
Air Force Tech. Sgt. Jeffrey A. Posey received the Joint Service Commendation Medal for ‘‘exceptionally meritorious service” for leading a joint military team at JWAC that performed round-the-clock maintenance and repairs on the Defense Information System Agency’s telecommunications node from 2006 to 2009, thus ensuring the networks operation. In addition, Posey led the installation of replacement cryptographic equipment during a Defense Intelligence Agency mandatory upgrade that saved $5,000 in installation costs; improved JWAC’s ability to run its classified networks securely by among other things removing 13,000 feet of abandoned cabling; and provided technical support and maintenance during two Air Force District Washington continuity of operations plan exercises.
Marine Corps Capt. Theodore J. Mugnier received the Joint Service Achievement Medal for ‘‘exceptionally meritorious achievement” as a JWAC combatant command liaison officer from April to June of this year. His superior leadership, professionalism, self-improvement initiatives, and community service led to his selection as the U.S. Joint Forces Command Joint Junior Officer of the Quarter for the second quarter of 2009.
In addition to this, Mugnier was also chosen JWAC’s Joint Junior Officer of the Quarter for the second quarter, 2009 for volunteering for a four-month deployment as JWAC’s liaison to the Marine Expeditionary Brigade and the International Security Assistance Force Regional Command South. In this role, he coordinated JWAC’s support to these commands and managed interagency projects as well.
Air Force Staff Sgt. Jeffrey M. Tourne was chosen the Senior Military Member of the Quarter for the third quarter of 2009. An imagery analyst, he provided ‘‘exceptional support to two tests projects; researched six years of historical imagery information; and mentored younger employees in analysis, thereby improving their skills.
Navy IS3 Lisa A. Lacross received a Letter of Commendation for being selection the Junior Military Member of the Quarter for the third quarter, 2009. She supported various project teams at JWAC and completed her assignments on time, ensuring that customers received the information they needed to make operational decisions. In addition, Lacross served as vice president of the Enlisted Association, helping raise money used to buy school supplies for poor children.
Civilian Decorations
Michael P. Diorio, Steven E. Druiett, Jonathan E. Fitzpatrick, Michael P. Hughes, Eric A. Lunney, Amanda L. Masters, and Devon S. Miller received the Global War on Terrorism Civilian Service Medal, given to Defense Department civilian employees who have directly support the military in a combat zone for at least 30 straight days or 60 non-consecutive days.
In addition, three other employees were recognized for awards that they previously received while still overseas. Cynthia A. Dirago received the Department of Army Achievement Medal for Civilian Service for her support to Multi-National Corps-Iraq from November 2008 to April 2009. Denise L. Tennant and Scott J. Tyson each received the Joint Civilian Service Achievement Medal for their respective service as JWAC analysts assigned to the Joint Interagency Task Force-Iraq in 2008-09.
Employees of the Quarter, 3rd Quarter 2009
Deborah F. Bright, a software license manager, saved JWAC nearly $1 million through a maintenance review of 85 software products that resulted in 33 being retired, thereby reducing the command’s ‘‘software footprint.” In addition, she also saved another $100,000 on new purchases by preparing more than 50 acquisition packages.
Michael J. Medina, an analyst, volunteered for a second overseas deployment in which he showed leadership above his level by handling many tasks and determining the importance and assigning requests from two theaters of operation. Moreover, when he returned, he shared the knowledge he had gained with the rest of his team, mentoring younger employees, as well as keeping his bosses well informed.
Steven M. Swartz, an analyst, showed ‘‘exemplary professionalism, tenacity, and impeccable core values” in supporting fellow deployed co-workers, developing new ways of helping the customer, and mentoring other analysts. In the second instance, his analytical development and innovation improved JWAC’s relationship with its interagency and military customers.
Jennifer M. Wilds showed ‘‘outstanding service” as the technical lead on a project team. Among her contributions, she helped establish relationships external partners; developed a way for a combatant command to improve its ability to plan and prioritize activities; and led her team in its efforts to combine various metrics they used and successfully explained that new approach to customers.
Aaron M. Wyand was cited for his ‘‘outstanding and consistent support to the warfighter.” The research that he performed while deployed overseas led other JWAC analysts to develop recommendations for future economic development. Wyand then briefed senior leaders on these recommendations, proving the need for millions of dollars of additional funding.
Daniel J. Harvill received the Employee of the Quarter Award for the 2nd quarter 2009. He led efforts to create a complete non-attribution capability and provided training to other employees in the program. He set up a work station for JWAC analysts in theater, both researching and buying the equipment they needed and traveling overseas to do the installation himself.
Length of Service
Michael S. Conner, Thomas P. Johnson, April S. LeCato, Mark R. Murway, and Marjorie G. Parish received Length of Service awards for 20 years of government service each; Lelia L. Baker for 25 years; Clyde W. Bowers for 30 years; and Patricia M. Faulkner for 35 years.
