Hazardous waste operations realigned

Naval District Washington issued a regional contract to Haztrain, Inc. of White Plains, Md., in May 2009 for the management of hazardous wastes at Naval Support Activity South Potomac and NDW's other regional installation commands. Program responsibilities have been aligned to NAVFAC Washington with oversight and guidance delegated to the NAVFACWASH environmental divisions for each installation. At most of these facilities, including Naval Support Facility (NSF) Dahlgren, no significant operational changes were required.

The biggest change has occurred at NSF Indian Head where non-explosive hazardous waste was managed by Fleet and Industrial Supply Center, Norfolk (FISCN) and their Property Disposal Office (PDO). As mentioned, program management has transitioned to NAVFACWASH's Environmental Division for NSF Indian Head. Here are some notable changes:

  • New Haztrain operators are Joe Gorirossi, Sam Flowers and Patrick Roberts. They can be reached at (301) 744-4133⁄4234. Mark Yeaton of the NSF Indian Head Environmental Division can be reached at (301) 744-2272.

  • Hours of operation are from 7 a.m. to 3:30 p.m., Monday through Friday. The Haztrain operators are located in Bldg. 454, and hazardous waste is still accumulated in Bldg. 455.

  • Haztrain will now provide transport of hazardous waste from less-than-90-day and satellite accumulation sites throughout the facility. Management of the less-than-90-day and satellite sites remain the responsibility of the plant personnel (waste generators).

  • A new waste turn-in form has been adopted and will still require a Material Safety Data Sheet (MSDS) or waste analysis to be provided. Hazardous Waste Profile Sheets and Material Transfer Documents 1348-As will now be prepared by Haztrain.

Management of explosive hazardous waste by Indian Head Division, Naval Surface Warfare Center (IHDIV NSWC) will continue to be governed by operating procedures in place for IHDIV. The management of all hazardous waste by Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) will continue to follow their current operating procedures established by that command's Environmental Office.
